Compressor efficiency will be unchanged when you clip the turbine, so you aren't affecting the turbo's ability to move air. Turbine efficiency isn't really a bit component in terms of torque or power production since the efficiency of the turbine directly relates to its ability to convert gasflow and temperature difference into mechanican shaft power to drive the compressor wheel. This would only affect the spoolup, but it is still a really small variable given that the engine operates over a wide range of airflow conditions and what primarily predecates spoolup is the combination of turbine housing and turbine wheel. By clipping the wheel's trailing edges, you are modifying its flow characteristics to promote better airflow through the engine as a whole, but the trailing edges of the wheel constitute only a very small percentage of the efficiency of the wheel itself.

I just dont see where you conclude that it wouldn't be a recommended thing to based on your statement that it lowers efficiency - there's a lot more to it than just that variable.
